Real Property Management Gold Disclosure of Tenant Fees
This Disclosure of Fees Addendum provides a clear summary of all fees that may be applicable under the most recent Lease Agreement used by Real Property Management Gold as of 2/2/2025. All fees comply with Maryland state regulations, including the Maryland Code, Real Property Article and Commercial Law Article, and are assessed in accordance with applicable laws. All fees comply with state regulations and are assessed in a fair and reasonable manner.
- Security Deposit
(Complies with Maryland Code, Real Property § 8-203)
- Amount: Equivalent to one (1) month’s rent.
- Refundable: Yes, subject to deductions for unpaid rent, damages beyond normal wear and tear, and other applicable costs.
- Handling & Return: The security deposit will be held in compliance with all applicable regulations, including the accrual of interest where required. A detailed itemization of any deductions will be provided within the required time frame upon lease termination.
- Interest Accrual: Yes, as required by law.
- Return Timeline: The security deposit, minus any lawful deductions, will be returned within 45 days of lease termination. If damages exceed the amount of the security deposit, it will not be returned, but a letter will be sent within 45 days of lease termination, providing a detailed itemization of any deduction.
- Rent & Late Fees

- Grace Period: 5 calendar days (payment must be received by the 5th).
- Late Fee: A fee of 5% of unpaid rent will be applied on the 6th day of the month.
- Refundable: No (late fees are a penalty for delayed payment and are not reimbursable).
- Resident Benefits Package (Optional)
- Monthly Fee: $49 per month.
- Refundable: No (this is an optional program that tenants may decline).
- Opt-Out Process: Tenants must submit an opt-out form within 3 business days of lease signing.

- Security Deposit Alternative (Optional)
- Obligo Security Deposit Alternative
- Service Fee: Obligo charges a service fee for its security deposit alternative. The fee amount is determined based on the applicant’s financial profile, including creditworthiness, rental history, and factors such as the monthly rent amount.
- Fee Structure: Subscription-based model with variable pricing determined by Obligo.
- Refundable: No (this is not a traditional security deposit but an alternative financial guarantee service).
- Rent Payment Processing & Third-Party Fees (AppFolio, Inc.)
(Must comply with Maryland consumer protection laws regarding transparency in third-party fees)
- If enrolled in the Resident Benefits Package (RBP): No additional fee for ACH/e-check payments.
- If NOT enrolled in RBP: A processing fee applies based on the payment method:
- Credit Card Payments: 3.49% of the total payment amount, charged by AppFolio, Inc.
- ACH/E-Check Payments: $2.95 per transaction, charged by AppFolio, Inc. (waived if enrolled in RBP).
- Refundable: No (third-party processing costs are non-refundable).
- Returned Payment (NSF) Fee
(Complies with Maryland Commercial Law Code § 15-802)
- Fee: $35 per returned check or failed payment.
- Refundable: No (this covers administrative and banking costs).
- Future Payment Requirement: If a payment is returned, future rent payments must be made via certified funds, money order, or cashier’s check.
- Lease Break & Early Termination
(Must be based on actual incurred costs as required by Maryland law)
- Tenant Responsibility: Rent remains due until the unit is re-rented or the lease term ends, whichever occurs first.
- Re-Leasing Costs: Tenants are responsible for reasonable costs incurred in the process of re-leasing, such as advertising and administrative processing.
- Not charged if the tenant secures an approved replacement tenant before any re-leasing expenses are incurred.
- Holdover Tenancy (Month-to-Month)
- Fee: 10% increase in monthly rent or $150 per month (whichever is greater) or if County has a cap on increases, the maximum amount permitted by County law. Prince Georges County: 6% annually or the Consumer Price Index for All Urban Consumers (CPI-U) plus 3%, whichever is lower
- Notice: applies only if the tenant remains without a signed renewal).
- Notice: Tenant will receive notice at time the Notice to Vacate is sent, regarding the amount of any holdover rent. This will be sent at least 90 days prior to end of the tenancy.
- Move-In/Move-Out Inspection Fees
- Move-In Inspection (Standard Hours): No charge.
- Move-In Inspection (After-Hours or Weekends): $100.
- Move-Out Inspection: No charge.
- Rescheduling Fee for Missed Appointments: $50.
- Refundable: No (these fees cover scheduling and administrative costs where applicable).
- Cleaning & Property Condition Fees
- General Cleaning Fee: Applies if the unit is not returned in the same condition as received, excluding normal wear and tear.
- Carpet Cleaning Fee: Required upon move-out and must be professionally cleaned to an acceptable standard.
- Trash Removal Fee: Charged if personal belongings or debris are left behind.
- Not Charged: if the unit is returned in acceptable condition and no cleaning services are required.
- Pet Fees (If Applicable)
- Monthly Pet Fee: $50 per approved pet.
- Pet Damage Liability: In addition to the monthly pet fee, tenants are responsible for any damages caused by pets, including but not limited to, carpet damage, excessive wear on flooring, and damage to walls or doors. Any such damages will be assessed at move-out and deducted from the security deposit or billed separately.
- Refundable: No (this is a recurring charge and not a deposit).
- Utility & Maintenance Fees
- Tenant Responsibility: Tenants are responsible for all utilities unless otherwise specified in the lease agreement.
- Failure to Transfer Utilities Fee: If utilities are not properly transferred, any unpaid amounts will be billed accordingly.
- Refundable: No (only applies if obligations are not met).
- Abandonment & Property Storage
- Storage Requirement: If the tenant vacates the unit and leaves personal property behind, it will be stored for 30 days before disposal (Complies with Maryland Code, Real Property § 8-208(f)).
- Storage Costs: Tenants will be responsible for actual storage fees incurred.
- No fee is charged if the tenant retrieves property before any disposal costs are incurred.
- Smoking Violation Fee
- Fee: Covers the cost of professional cleaning and deodorizing if smoking occurs in a non-smoking unit.
- Refundable: No (only applies if lease smoking policies are violated).
15.Court Filing, Collection Costs and Legal Fees.

- Eviction Filing Fee: Based on actual court filing costs as awarded by the Court.
- Collection Process: Past-due balances may be pursued through a licensed collection agency or sent to an attorney for filing of a Civil Complaint in the District or Circuit Court of Maryland.
- Fees: Any collection-related fees will be assessed in compliance with applicable regulations, including the Fair Debt Collection Practices Act (FDCPA) and Maryland Code, Commercial Law § 14-202.
- Attorney’s Fees: Tenants are responsible for reasonable attorney’s fees, as awarded by the Court if Landlord is the prevailing party, in any action to enforce the terms of the Lease, including collection of rent, damages, and breach of Lease. This does not apply a Failure to Pay Rent Case.
- Refundable: No (attorney’s fees are responsibility of tenant only if legal proceedings are required and awarded by Court).
- Right of Entry Administrative Fee
- Fee: If access is denied after proper notice is given, a $100 fee may be charged based on actual costs incurred (e.g., rescheduling contractors or inspections).
- Refundable: No (only applies if access is denied and expenses result).
17. Application Fee:

- Application Fee: $70 per adult (18+) applying for tenancy.
- Breakdown of Costs (below reflects the actual cost of each screening report charged by third-party provider AppFolio, Inc., in compliance with Maryland Code, Real Property § 8-213):
- Credit, Rental Payment History, Nationwide Eviction, and Criminal Screening: $20 per applicant
- Income Verification: $12 per applicant
- Work Number Verification: $30 per applicant
- Plaid ID Verification: $8 per applicant
- Total: $70
Refund Policy: This fee is non-refundable, as it reflects the actual costs incurred during the application process by RPM with their third-party vendor AppFolio Inc.
